A phrase coined by James Winter, an English chap living in Finland, during a long cold weekend in the late April 2009 'Spring' in Helsinki, Finland. The origin of the phrase came from the reflection 'Hey, it's nearly May and its barely above freezing, and the North wind takes the wind-chill adjusted temperature to below freezing'. On current trends, Finnish weather will not hit double figures (10 Celcius) until June. Weather poverty consigns an entire country population to dress as if they are going skiing, just to cross the street. It renders the locals embittered, dour and humorless. Some take refuge in alcohol, while others hit the sauna daily, or just grimly trudge through life without expectation of pleasure or warmth of any kind.
